Most businesses in the Gulf can tell you what an ad campaign cost. Very few can tell you which advertisement became which signed contract. This guide closes that gap.
The one rule that decides everything
Only Click-to-WhatsApp ads can be traced through to a signed contract. Every other kind — traffic to a website, an Instagram lead form, a phone call, a direct message — produces no click identifier. Nothing to follow, nothing to report, no way to know which creative earned its money.
If you want it measured, the destination has to be WhatsApp.
There is a toggle called Ads Attribution in your WhatsApp Business settings. If it is off, your ad still runs, customers still message you, you still reply — and the report stays empty. No error appears. Just silence. Check it before you spend a single dirham; WasLead shows its status on your settings page.

Building the campaign
Set the destination to WhatsApp
Choose an objective that lets you send people into a WhatsApp conversation. Avoid website traffic and in-app lead forms — they generate no click identifier, so nothing can be traced.

Keep the audience tight
Start with people who already engaged with you — website visitors, Instagram followers — before going broad. A fit-out contractor in Dubai wins work in Sharjah, rarely in Abu Dhabi. A wide radius is money spent on people who will never buy.
Budget against one deal, not against a feeling
A workable starting point is one to two percent of an average deal per day. If your typical job is AED 300,000, that is AED 100 to 150 daily. One contract pays for months of advertising.
Give it a fortnight before judging. If your sales cycle runs three weeks, week one tells you nothing.
Show real work
A photograph of a project you finished outperforms a rendering. A specific question in the ad copy — "how many square metres is your café?" — outperforms a claim about quality and price.
The biggest leak is not in the ad
Up to nine in ten people who tap a chat button never send the message. You paid for ten clicks and nine of them evaporated before a conversation existed. No amount of creative testing fixes that, because the loss happens after the click.
Two things move this number, and the first one moves it a lot:
- A pre-filled first message. The ad can open the chat with text already written, so the customer only has to press send. Leave a blank in it — "I'd like a quote for ______" — and the blank does two jobs: it prompts them to think, and it hands you the detail you need.

Switch off the creative that brings cheap conversations and no contracts. It is the most expensive thing you are running — it consumes your team's hours and returns nothing.
Rules by industry
Clinics and medical practices
The strictest of the three. Under MOHAP Ministerial Resolution 92 of 2019, every piece of health advertising must be approved before it is published — federally, and again by your emirate's authority. Before-and-after photographs are prohibited in aesthetic advertising. Your official account must display its medical advertising licence number, and your medical director must approve the content. Penalties reach facility licence suspension.
The rule that touches your follow-up messages most directly: a patient reminder must read as continuity of treatment, never as a promotional offer.

The lightest load. Ordinary advertising rules apply: accurate claims, transparent pricing, images of work you actually did.
And one rule that covers everyone
Sending a marketing message to somebody who never contacted you requires prior permission and express consent under UAE telemarketing rules, with fines from AED 10,000 to 150,000. Click-to-WhatsApp sits outside that — the customer tapped your ad and wrote to you first. That distinction, between "they messaged you" and "you messaged them", is the line the whole of WasLead is built on.

If only three things stay with you
One. That toggle. Without Ads Attribution everything works except the measurement, and nothing warns you.
